  • Overview

    Taipei European School is seeking a motivated and qualified Chief Operating Officer (COO) who will collaborate, innovate and make a positive difference within the TES community to reach our vision. The COO will provide executive leadership, strategic direction and managerial oversight for all operational systems and processes that directly impact or support the educational mission of the organisation. The COO will inspire and drive the development and creation of new protocols, processes and procedures in areas where such development is needed, as well as ensure support for these initiatives. They will refine and enhance current operational systems with the intent to maximize efficiency and effectiveness throughout the organization, while ensuring all activities and agencies are mission and culturally aligned, vision focused, and metric driven. The COO will also instil a strong organizational culture by managing communications and information flow, fostering team engagement and ensuring clarity of purpose and priorities across all functions.
    The COO's driving purpose is to expand time for our educators to build authentic relationships with students, parents and co-workers, contextualize programming for the children and families we serve and deliver consistent and continual improvement of both educational and operational results.

    Position Description
    The COO is an integral member of the school’ senior leadership team and reports directly to the CEO of TES. The COO works closely with the leadership team to lead and manage all aspects of the school’s operations including admission, finance, human resources, facilities, security, procurement, general administration and student services. This includes the supervision of 4-5 direct reports with 50-60 employees and a large set of contractors.
    The COO executes the CEO’s direction for operations of the school to ensure alignment with the BOD’s direction and is responsible for the development of the financial management strategy and for contributing to the school’s strategic goals.



    Strategy, Vision and Leadership
    • Advise the BOD and CEO on financial planning, budgeting, cash flow, investment priorities and policy
    • Serve as the management liaison to the BOD in the area of finance and operational administration
    • Manage finance and operations to ensures the most effective use of school resources and strong fiscal controls that support the educational objectives of the school
    • Communicate consistently and accurately to the CEO and the leadership team
    • Assess the competitive landscape in Taiwan and make recommendations for remaining competitive
    • Promote a culture of high performance and continuous improvement that values learning and a commitment to quality
    • Ensure staff members receive timely and appropriate training and development
    • Mentor and develop staff using a supportive and collaborative approach: assign accountabilities, set objectives, establish priorities, and monitor and evaluate results


    • Manage and oversee the operation of Finance Department
    • Develop and manage all year-over-year annual planning cycles
    • Oversee and execute annual budget and allocation of reserves
    • Oversee the school’s cash flow and work with banks to ensure positive cash management
    • Collect, analyse, and present financial information to the CEO and TES BOD as requested by the BOD
    • Partner with the CEO on strategic financial planning, investments, debt and overall financial operations
    • Generate financial models providing leadership and direction to establish annual tuition and fee structure
    • Create, lead and execute all financial reporting functions
    • Oversee annual audit processes, insurance assessment and TES risk management
    • Create and oversee financial and accounting controls and reporting procedures to ensure compliance to the local tax law and the General Accepted Accounting Principle
    • Ensure and acquire the school’s annual tax return and clean audit report


    Risk Management & Insurance
    • Understand and mitigate key elements of the school’s risk profile
    • Monitor all open legal issues involving the school and the regulations that may affect the education climate in Taiwan
    • Maintain appropriate insurance coverage
    • Ensure that the school complies with all legal and regulatory requirements
    • Ensure that record keeping meets the requirements of auditors and government agencies
    • Maintain relations with external auditors and investigate their findings and recommendations

    Human Resources
    • Oversee the Human Resources Department to ensure success in the day-to-day operation such as recruitment, personnel policies, compensation, training, evaluation
    • Provide oversight for HR financial strategies by estimating, forecasting, and anticipating requirements and trends meeting the long term vision of TES
    • Provide HR leadership by aligning resources, developing action plans, measuring and analyzing results, initiating corrective actions when required and minimizing the impact of variances
    • Oversee decisions regarding personnel salaries and benefits
    • Oversee and develop employee benefit plans, with particular emphasis on maximizing a cost-effective and competitive benefits package
    • Develop related financial and operational policies and internal control procedures and enforce compliance
    • Grow and maintain a working knowledge of Taiwan labour laws and practices and ensure compliance

    • Develop a general administration team to support the operation of TES
    • Develop a strong procurement team to manage cost and quality effectively
    • Supervise the Director of Admission and Student Services to ensure its operations meet the long term vision of TES
    • Provide oversight on all contract services (including but not limited to transportation, cafeteria and other student services)

    • Supervise the Director of Facilities
    • Provide oversight on the short and long-term building and maintenance operations
    • Provide oversight on campus security
    • Provide oversight on to ensure continuous collaboration, awareness, and updates of all emergency manual(s), supplies, procedures, and training curriculum.
    • Provide oversight on to ensure compliance with all health and safety guidelines and regulations.





    • Master degree of Business Management with at least 5 years international management experience. CPA or other equivalent financial management qualification preferred
    • 10+ years of leadership experience in accounting, finance and operations or equivalent
    • A qualified candidate will demonstrate proficiency in people management, finance, strategic planning capability across a broad range of functions, and long-term strategic physical plant management
    • Experience of supervision of Human Resources, Facilities planning, Security and Risk management
    • Experience leading tender procedures for equipment and services and facilities management
    • Experience working in a multicultural environment and a track record of success
    • Understanding of the local international schools environment and the challenges (preferred)
    • Understanding of the work in international mid-size organisation
    • Experience in appraising and implementing a new accountancy package (or ERP equivalent), ensuring that new work streams and the control environment are optimized in conjunction with the new software

    Skills and Strengths

    • Excellent leadership and organisational skills
    • Fluency in both spoken and written Mandarin Chinese and English
    • Academic and professional preparation to assist with implementation of large complex initiatives
    • Understanding of governance best practice and specific practices at TES
    • Outstanding oral and written communication skills

    • Ability to establish and maintain cooperative working relationships with a wide variety of stakeholders within the school and community
    • Ability to work successfully alone or in a team
    • Ability to develop and/or reviews proposals, prepare analyses, draft responses
    • Flexible with availability to work nights, weekends, and during school vacations
